the clerk of the Circuit Court the sum of [one thousand dollars
($1,000.00)] one thousand five hundred dollars ($1,500.00) and such
additional sums as the Commissioners shall determine for the sup-
port and maintenance of the court library, and said sum shall be
taken from the funds received from fines and costs levied and col-
lected by the trial magistrates in said county. This sum shall be
expended under the direction of the judge of the Circuit Court for
Harford County.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1,1961.

AN ACT to add new Section 491 to the Code of Public Local Laws
of Allegany County (1955 Edition, being Article 1 of the Code of
Public Local Laws of Maryland), title "Allegany County", sub-
title "Schools", requiring that the County Commissioners of Alle-
gany County and the County Board of Education of said county-
provide educational programs for certain retarded and handi-
capped children through the school term ending after the eight-
eenth birthday of such children.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 491 be and it is hereby added to the Code of Public
Local Laws of Allegany County (1955 Edition, being Article 1 of the
Code of Public Local Laws of Maryland), title "Allegany County",
sub-title "Schools", and to read as follows:
491.
It shall be the duty of the County Commissioners of Allegany
County and the County Board of Education for Allegany County to
provide full educational programs and facilities for retarded and
handicapped children through the school term ending after the
eighteenth birthday of such children.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.
