Sec. 2. And be it further enacted, That the provisions of this
Act are severable and if any of its provisions shall be held unconsti-
tutional by any court of competent jurisdiction, the decision of such
court shall not affect or impair any of the remaining provisions.

SEC. 3. And be it further enacted, That this Act shall take effect
June 1, 1961.

CHAPTER 347
(Senate Bill 494)

AN ACT to add new Sections 45C to 45J, inclusive, to Article 19 of
the Code of Public Local Laws of Maryland (1930 Edition), title
"St. Mary's County", to follow immediately after Section 45B
thereof, which Section 45B was added by Chapter 304 of 1957, and
to be under the new sub-title "Classified Service", to establish a
classified service for county roads CERTAIN employees of St.
Mary's County, to include present roads employees in the classified
service without examination, and to provide for the effect on
salaries of present roads employees.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 45C to 45J, inclusive, be and they are hereby added
to Article 19 of the Code of Public Local Laws of Maryland (1930
Edition), title "St. Mary's County", to follow immediately after Sec-
tion 45B thereof, which Section 45B was added by Chapter 304 of
1957, and to be under the new sub-title "Classified Service", and to
read as follows:

Classified Service

45C. It is the intention of this sub-title to create a classified, sys-
tem of employment for St. Mary's County and to utilize the facilities
of the State Commissioner of Personnel for economy of operation,
to authorize the establishment of classifications, salary schedules and
working conditions that are, insofar as applicable, the same as are
provided for employees under the State merit system, to the end that
competent persons shall be attracted to employment in the county
government and that uniform working conditions and protected ten-
ure during competent service will result in more efficient operation
of the county's business.

45D. Unless the context otherwise requires: "County Commis-
sioners'' means the County Commissioners of St. Mary's County;
"Commissioner of Personnel" means State Commissioner of Person-
nel; "Classified Service" means and includes the following offices and
positions: All employees of the County Roads Department, including
hourly rate employees and all employees of the Department of Civil
