expenses for public welfare employees (with particular reference to
Sections 13(b) and 13(b-l) of Article 88A of this Code). THIS SEC-
TION SHALL NOT APPLY TO THE PROGRAM OF GENERAL
PUBLIC ASSISTANCE TO EMPLOYABLES.
(c) The State Department of Public Welfare shall compute regular-
ly the aggregate tax rates imposed and probably necessary to be im-
posed by Baltimore City and each of the counties for the several
programs and activities listed in subsection (b), and shall notify the
Governor thereof. A monetary sum representing any portion of this
aggregate for any such political subdivision which would exceed a
maximum as specified in subsection (a) shall be included by the De-
partment of Public Welfare in its request for appropriations from
State and Federal Funds; and the several sections of the Code
specified in subsection (b) are modified from time to time to cover
this possibility.
Sec 2. And be it further enacted. That Section 20 of Article 30
of said Code (1960 Supplement), title "Deaf, Mute and Blind", sub-
title "In General"; that Section 27 of said Article 30 and of said
sub-title (1957 Edition); that Section 10 of Article 70A (1960 Sup-
plement), of said Code, title "Old Age Assistance"; that Section 17
of said Article 70A (1957 Edition); that Section 56 of Article 88A
of said Code (1957 Edition), title "State Department of Public Wel-
fare", sub-title "Aid to Dependent Children; that Section 13(b) of
said Article 88A (1957 Edition), sub-title "In General"; that Section
13(b-l) of said Article 88A (1960 Supplement), sub-title "In Gen-
eral", be hereby repealed and re-enacted, with amendments, AND
THAT NEW SECTION 60A BE AND IT IS HEREBY ADDED
TO THE SAID ARTICLE 88A OF THE CODE (1957 EDITION),
TO FOLLOW IMMEDIATELY AFTER SECTION 60 THEREOF
AND TO BE UNDER THE NEW SUB-TITLE "BOARDING CARE
FOR CHILDREN", to read as follows:
(Article 30)
20. Funeral Expenses.
On the death of the recipient, reasonable funeral expenses, not
exceeding two hundred dollars ($200.00), may be paid by the county
board, if the estate of the deceased is insufficient to pay the same
and the persons legally responsible for the support of the deceased
are unable to pay the same. The cost of any such payments shall be
charged two thirds to State funds and one third to local funds. The
provisions of this section are subject to the requirements of section
18A of Article 88A of this Code.
27. Annual appropriation in counties and Baltimore City.
The county commissioners of each county and the Mayor and
city council of Baltimore shall annually levy or appropriate an
amount sufficient to provide for thirty-five per cent of all assistance
paid or to be paid within said county or city. Provided, however,
that the county commissioners of each county and the mayor and
city council of Baltimore shall not be obligated to pay any sums as
assistance in excess of thirty-five per cent of the total of all assistance
paid or to be paid within said county or city, hereunder, except to
the extent that funds may be available in the State Treasury. The
