CHAPTER 284
(Senate Bill 394)

AN ACT to add new Sections 833, 834 and 835 to the Code of Public
Local Laws of Washington County (1957 Edition, being Article
22 of the Code of Public Local Laws of Maryland), title "Wash-
ington County", to follow immediately after Section 832 thereof,
and to be under the new sub-title "Washington County Youth
Commission", Sections 833, 834 and 835 haying been repealed
by Chapter 194 of the Acts of 1959, to establish the Washington
County Youth Commission, to provide for the terms and the
members of the Commission, and for its powers and duties.

Whereas, Children are the nation's most priceless resource; and

Whereas, All of the children in a democratic society should have
the opportunity for their fullest development for their own betterment
and for the good of the community; and

Whereas, The providing of a community setting in which chil-
dren fulfill their potential cannot be brought about by any one per-
son, agency or group; and

Whereas, The working together by the members and agencies of
each community is basic to any progress in dealing with the prob-
lems facing youth; and

Whereas, The greatest opportunity for forging ahead to a posi-
tive environment for youth lies in the local community where he
lives; and

Whereas, A vehicle is needed to be available:

1.    To bring about community awareness and understanding of
the needs of children and of stimulating interest and participation
in meeting such needs effectively.

2.    To bring about orderly development, well-balanced, coordi-
nated and readily available services, and to improve those social con-
ditions which contribute to the maladjustment and delinquency of
children.

3.    To be a clearing house in the county for new and constructive
ideas which are being used in other places in the State of Maryland
and in the other States of the nation.

4.    To cooperate with the Maryland Commission for the Preven-
tion and Treatment of Juvenile Delinquency in finding ways to work
on the problems of children and youth.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 833, 834 and 835 be and they are hereby added to
the Code of Public Local Laws of Washington County (1957 Edition,
being Article 22 of the Code of Public Local Laws of Maryland), title
"Washington County", to follow immediately after Section 832 there-
of, and to be under the new sub-title "Washington County Youth
Commission", Sections 833, 834 and 835 having been repealed by
Chapter 194 of the Acts of 1959, and to read as follows:
