property served in the same manner as other debts are collectible
in the County and said ready-to-serve charge, other service charges
and all penalties shall be a first lien against said property.] The
charges for any other urban services furnished by the Commission
shall be reasonable and shall be billed and collected quarterly, semi-
annually or annually as the Commission in each instance shall deter-
mine. If any bill for any urban service furnished by the Commission
except water, provision for which has hereinbefore been made, shall
remain unpaid for sixty days (60) after being sent, it shall be in
default and shall be collected from the owner of the property served
in the same manner as other debts are collectible in the County and
all such bills shall bear interest at the rate of one-half of one per
centum (½%) per month from and after the time they are in de-
fault; and all such service charges and penalties shall be a first lien
against said property.

Sec. 2. And be it further enacted, That this Act shall take effect

June 1, 1961.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS
SECTION IS HEREBY DECLARED TO BE AN EMERGENCY
MEASURE AND NECESSARY FOR THE IMMEDIATE PRES-
ERVATION OF THE PUBLIC HEALTH AND SAFETY, AND
HAVING BEEN PASSED BY A YEA AND NAY VOTE SUP-
PORTED BY THREE-FIFTHS OF THE MEMBERS ELECTED
TO EACH OF THE TWO HOUSES OF THE GENERAL ASSEM-
BLY, THE SAME SHALL TAKE EFFECT FROM THE DATE OF
ITS PASSAGE.

(Senate Bill 379)

AN ACT to repeal and re-enact, with amendments, Section 518 and
Section 519 (a) of Article 23 of the Code of Public Local Laws of
Wicomico County (1959 Edition, being Article 23 of the Code of
Public Local Laws of Maryland), title "Wicomico County", sub-
title "Urban Service Districts", relating to the issuance of bonds
and the method of paying for same in urban service districts in
Wicomico County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 518 and Section 519 (a) of Article 23 of the Code of
Public Local Laws of Wicomico County (1959 Edition, being Article
23 of the Code of Public Local Laws of Maryland), title "Wicomico
County", sub-title "Urban Service Districts", be and they are hereby
repealed and re-enacted, with amendments, to read as follows:

For the purpose of providing funds for the design, construction,
establishment, purchase or condemnation of the facilities and sys-
tems necessary to provide the authorized urban service or services in
any of the districts, and not paid for as provided in Section 517A
