CHAPTER 279
(Senate Bill 377)

AN ACT to add a new Section 517A to Article 23 of the Code of
Public Local Laws of Wicomico County (1959 Edition, being Ar-
ticle 23 of the Code of Public Local Laws of Maryland), title "Wi-
comico County", sub-title "Urban Service Districts", and to follow
immediately after Section 517 thereof, relating to the finances of
the Urban Service Districts in Wicomico County.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 517A be and it is hereby added to the Code of
Public Local Laws of Wicomico County (1959 Edition, being Article
23 of the Code of Public Local Laws of Maryland), title "Wicomico
County", sub-title "Urban Service Districts", to follow immediately
after Section 517 thereof, and to read as follows:

517A. For the purpose of providing funds for the design, con-
struction, establishment, purchase or condemnation of the facilities
and systems necessary to provide water, sewer or storm drainage in
any of the districts herein established, the commission is hereby
authorized and directed to permit any property owner in said dis-
trict to pay his proportionate share of the cost of the installation of
the services in this section enumerated within such time and under
such conditions as the commission may determine, and if such owner
shall pay such costs within the time and manner designated by the
Commission, then his property shall be exempt from the payment of
any front foot assessment that may be levied by the Commission for
the initial installation of the services for which he has paid.

Sec. 2. And be it further enacted, That this Act shall take effect

June 1, 1961.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS
SECTION IS HEREBY DECLARED TO BE AN EMERGENCY
MEASURE AND NECESSARY FOR THE IMMEDIATE PRES-
ERVATION OF THE PUBLIC HEALTH AND SAFETY, AND
HAVING BEEN PASSED BY A YEA AND NAY VOTE SUP-
PORTED BY THREE-FIFTHS OF THE MEMBERS ELECTED
TO EACH OF THE TWO HOUSES OF THE GENERAL ASSEM-
BLY, THE SAME SHALL TAKE EFFECT FROM THE DATE OF
ITS PASSAGE.
