Wicomico County.—(1) In Wicomico County the annual fee for
such a license shall be $250 annually for a club with from [50 to 99
bona fide, dues-paying members, $500 annually for a club with from
100 to 299 such members, $750 annually for a club with from 300 to
599 such members, and $1,000 annually for a club with 600 or more
members.] 50 to 399 bona fide, dues-paying members, $500 annually
for a club with from 400 to 599 such members, and $750 annually for
a club with 600 or more members. Provided that the license fee shall
be established on the maximum number of dues-paying members
during the calendar year immediately preceding the application for
a license.
(2) Such a license may be issued in Wicomico County for a bona
fide, nonprofit fraternal, social or veterans' club which (i) has been
incorporated for a period of not less than five years immediately
prior to the filing of the application; (ii) is in a clubhouse or premises
used principally for a club and neither directly nor indirectly operated
as a public business; (iii) has had at least 100 bona fide, dues-paying
members during the one year immediately prior to the filing of the
application, except that if the club is composed solely of members
who served in the armed forces of the United States, a minimum of
50 such members are sufficient; (iv) has facilities for preparing and
serving food on the premises to the members and their guests. This
license for a club permits consumption on the premises only.
(3) All alcoholic beverages, other than beer and light wine, sold
or offered for sale in Wicomico County, pursuant to the provisions of
this or any other section or sections, shall be purchased from the
Wicomico County liquor control board, and each bottle shall be
stamped or otherwise designated "on sale only" by said board.
Sec. 2. And be it further enacted, That this Act is hereby %
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 8 (c) (4)
of Article 95A of the Annotated Code of Maryland (1960 Supple-
ment), title "Unemployment Insurance Law", sub-title "Contri-
butions", amending the so-called experience-rating provisions of
the Unemployment Compensation Law with particular respect to
the contribution rates due thereunder from employers in relation to
