disposal plants, pumping stations and other appurtenances, as well
as of any and all land and property, and of any right, interest, fran-
chise, easement or privilege therein, as may be necessary for any or
all of the above mentioned purposes, and any or all of said work or
acquisition of property may be done either within or outside of the
boundary lines of Baltimore City.
Sec. 4. And be it further enacted, That in order to enable it to
accomplish and effectuate the object and purposes of this Act, the
Mayor and City Council of Baltimore shall have all the power of pur-
chase and/or condemnation of land and property (including the
power to purchase and/or condemn land and property or any interest
therein or appurtenant thereto devoted to public or quasi-public use)
as is conferred upon the Mayor and City Council of Baltimore or any
agency thereof by Chapiter 349 of the Acts of the General Assembly
of 1904, authorizing the establishment of the sanitary sewerage and
storm water drainage systems of Baltimore City.
Sec. 5. And be it further enacted, That this Act shall take effect
June 1, 1961.

(Senate Bill 313)
AN ACT to authorize the Mayor and City Council of Baltimore to
create a debt, and to issue and sell its certificates of indebtedness
as evidence thereof, to an amount not exceeding One Million, Three
Hundred and Fifty Thousand Dollars ($1,350,000.00), the proceeds
derived from the sale of the certificates of indebtedness, not ex-
ceeding Three Hundred Thousand Dollars ($300,000.00), to be used
for the acquisition, by purchase or condemnation or any other legal
means, of land or property in the City of Baltimore, and establish-
ing thereon or therein, or on or in land or property now or here-
after owned by the Mayor and City Council of Baltimore, new
playgrounds, playfields, recreational centers or recreational build-
ings, and for the redesign, development and improvement of park,
school and other properties now or hereafter owned by the Mayor
and City Council of Baltimore for recreational purposes, and for
the acquisition and installation of equipment for any new or re-
designed, redeveloped or improved playground, playfield, recre-
ational center or building, and the balance of the proceeds derived
from the sale of the certificates of indebtedness, after providing
for the payment of certain expense items, to be used for the ac-
quisition, construction, reconstruction, installation, erection, pro-
tection, extension, enlargement, renovation or modernization of,
and additions to, public park or recreational buildings, structures,
facilities or utilities, including, but not limited to, the zoo located
in Druid Hill Park and the Baltimore Memorial Stadium fronting
