(a) So much thereof as may be necessary, in addition to the
premiums realized from the sale, if any, for the cost of issuance,
including the expense of engraving, printing, advertising, attorney s
fees, and all other incidental expenses connected therewith; and
(b) The remainder of such proceeds shall be used for the purpose
of extending, enlarging, developing and improving the municipal
water supply and the water system of Baltimore City, including, but
not limited to, the construction, reconstruction and extension of
transmission conduits, tunnels, and distribution mains, the increas-
ing of the source or sources of supply, the construction of additional
storage reservoirs, additions to and extensions of existing reservoirs,
the construction of additional pumping stations, filter basins or
plants, additions to and extensions of existing pumping stations,
filter basins or plants, any or all of the work to be done either within
or outside of the boundary lines of Baltimore City, and the doing of
all things necessary, proper or expedient to secure a full and ade-
quate supply of water for the City of Baltimore and its inhabitants
and such other persons or other legal entities as may now or hereafter
be lawfully furnished water by the Mayor and City Council of Balti-
more.
Sec. 4. And be it further enacted, That this Act shall take effect
June 1, 1961.

AN ACT to authorize the Mayor and City Council of Baltimore to
create a debt, and to issue and sell its certificates of indebtedness
as evidence thereof, to an amount not exceeding four FIVE million
dollars ($4,000,000.00), ($5,000,000.00), the proceeds derived
from the sale of the certificates of indebtedness to be used for
extending, enlarging, developing and improving the Friendship
International Airport, including but not limited to, the acquisition,
by purchase, condemnation or any other legal means, of land or
property, or any rights therein, located within or outside the boun-
dary lines of Baltimore City; the construction of new runways and
extensions thereto and extensions to existing runways; the con-
struction or erection of new buildings or structures; additions and
improvements to the existing service and terminal buildings and
other buildings or structures; equipment for any and all new facil-
ities authorized to be constructed or erected by the provisions here-
of; the construction and erection of roads and parking facilities;
the construction or paving of taxiways and ramps or aprons, and
doing any and all things necessary, proper or expedient in connec-
tion with or pertaining to any or all of the matters or things here-
