I, Thomas B. Finan, Secretary of State of the State of
Maryland, pursuant to the direction contained in Section 172 of
Article 33 of the Annotated Code of Maryland, (1957 Edition), Do
Hereby Certify, that at the General Election held in the State of
Maryland on November 8, 1960, an Act known as Chapter 234 of the
Acts of 1959, was submitted to the voters of the State of Maryland,
pursuant to the provisions of Article 14 of the Constitution of the
State of Maryland, said Act being as follows:
"An Act to propose an amendment to Section 34 of Article III
of the Constitution of Maryland, title 'Legislative Department',
to provide for the Board of Public Works to authorize and
direct the State Treasurer to borrow in the name of the State
in anticipation of the collection of taxes, such sums as may be
necessary to meet temporary deficiencies in the treasury, and
to make and sell short term notes for such temporary emer-
gencies to provide for appropriations already made by the
General Assembly; and submitting this amendment to the
qualified voters of the State for adoption or rejection."
and I DO certify, that at said election 292,888 votes were
cast in favor of the adoption of Chapter 234 of the Acts of 1959, and
134,858 votes were cast against adoption of said Chapter 234 of the
Acts of 1959, the said Act has therefore been ratified by a majority
of the qualified voters of the State of Maryland.
In Testimony Whereof, I have hereunto subscribed my
name and affixed my official seal at the City of
Annapolis this 20th day of December, 1960.
