Proclamation Declaring the Result of the Election
of November 8, 1960, for Constitutional Amendments

Executive Department

Annapolis, Maryland

Whereas, the General Assembly of Maryland at its January Session
of 1959, enacted eleven Acts proposing amendments to the Constitu-
tion of Maryland, to be submitted to the voters at the next Congression-
al election, to Wit: Chapter 14, proposing that the vacancy in the office
of State's Attorney in a county shall be filled by certain Judges, and
in Baltimore City such vacancy shall be filled by the Supreme Bench
of Baltimore City; Chapter 224, proposing an optional procedure for
land acquisition in Baltimore County; Chapter 234, proposing that the
Board of Public Works borrow through the State Treasurer sums
necessary to meet temporary treasury deficiencies, etc.; Chapter 373,
proposing the creation of a Municipal Court for Baltimore City;
Chapter 444, proposing that the General Assembly may empower
any county or municipal corporation, other than Baltimore City, to
carry out urban renewal projects involving slum areas; Chapter 575,
proposing that candidates in addition to an incumbent Judge, be
allowed to run for election to People's Court of Baltimore City; Chap-
ter 604, proposing an optional procedure for unimproved land ac-
quisition in Montgomery County, etc.; Chapter 642, proposing the
creation of two additional Circuit Court Judgeships in Prince George's
County; Chapter 664, proposing that Vetoed Bills not be returned to
the General Assembly when a new General Assembly has been elected
and sworn since passage of Vetoed Bill; Chapter 743, proposing the
order of succession in the event of vacancy in Office of Governor;
Chapter 761, proposing the creation of one additional Judgeship in
Montgomery County; one additional Judgeship in 2nd Judicial and one
additional Judgeship in the 4th Judicial Circuit; and

Whereas, the General Assembly of Maryland at its February Session
of 1960, enacted four Acts proposing amendments to the Constitution
of Maryland, to be submitted to the voters at the next Congressional
election, to Wit: Chapter 11, proposing two additional Judges for the
Court of Appeals of Maryland; Chapter 64, proposing an amendment
to the Declaration of Rights which proposes the granting of authority
to the General Assembly to provide for the separate assessments,
classification and sub-classification of land, improvements on land,
etc.; Chapter 65, proposing that land actively devoted to farm or
agricultural use shall be assessed on the basis of such use and shall not
be assessed as if sub-divided; Chapter 71, proposing to modify the
requirements for any county to contract certain debts or obligations
by the elimination of the requirement of publication of the Act of
the General Assembly authorizing such debt or loan; and

Whereas, the said above recited Acts and each of them, and Article
XIV of the Constitution, provide for the submission of the same to
the legal and qualified voters of the State for their adoption or re-
jection, at the election to be held on November 8, 1960; and
