authorized by this Act, subject to the prior use and application
thereof for the purpose of complying with the provisions of Sec-
tion 8 of said Article 62B, and that the balance be paid into the
Maryland Port Authority Fund.

I have today vetoed House Bill No. 741 and in accordance with
provisions of Article 2, Section 17 of the Maryland Constitution, I
am returning the same to you along with my veto message.
House Bill No. 741 was designed to create a State debt in the amount
of $10,000,000 with the money to be used by the Maryland Port Au-
thority for acquisition of property and improvement to Port facilities.
Senate Bill No. 477, which was identical to House Bill No. 741, was
passed by both houses of the General Assembly and was signed into
law by me on April 24, 1961. Since the bills are exact duplicates, I
believe it is unnecessary to sign this particular House Bill.

House Bill No. 742—State Bonds for Maryland Port Authority
AN ACT to authorize the creation of a State Debt in the aggregate
amount of Eight Million Dollars ($8,000,000), the proceeds thereof
to be used by Maryland Port Authority for acquisition of and
improvements to certain port facilities, and providing generally
for the issue and sale of Certificates of Indebtedness evidencing
such loan.
