Dear Mr. President:
I am today returning to you Senate Bill No. 544 along with my
veto message. This is being done in compliance with Article 2, Section
17 of the Maryland Constitution. This particular bill was designed
to authorize the appointment of an additional Circuit Court Judge for
the Fourth Judicial Circuit and it further provides that the judge to
be appointed be a Resident of Washington County.
House Bill No. 484, which also created a new Circuit Court Judge-
ship in Washington County, has already been approved by me. There-
fore, I believe it will be unnecessary to sign this bill which, in effect,
would be a duplication of my prior act.

House Bill No. 245—Hunting and Fishing Licenses
AN ACT to repeal and re-enact, with amendments, Sections 129 (b)
and 221 (d) of Article 66C of the Annotated Code of Maryland
(1960 Supplement), title "Natural Resources", sub-title "Birds,
Game and Inland Water Fish", sub-headings "Hunter's License"
and "Game and Fresh Water Fish", making provision for hunting
and fishing licenses which have been sold to an agent and which
are lost or out of the agent's possession by certain causes beyond
his control and providing for procedure whereby the agent may
be reimbursed for the cost of the licenses.
