liaison with the National Council of Physical Fitness, and to make
recommendations for specific steps and a specific program for the
State of Maryland to handle the problem of youth fitness in our
State; and be it further
Resolved, That the Board of Regents of the University of Mary-
land, the State Board of Education, the Boards of Education of the
several counties of the State of Maryland, the State Planning Com-
mission, the State Department of Health, THE SEVERAL DEPART-
MENTS OF RECREATION WITHIN THE STATE, and all State
agencies be and they are hereby requested to give all possible assist-
ance and information to said Commission for the purpose of con-
ducting said study, including but not limited to the production of
such actuarial data and analyses as the Commission may require; and
be it further
Resolved, That all officials and agencies be and they are hereby
requested to furnish whatever information and assistance may be
needed to the end that a report, with any recommendations deemed
appropriate by the Commission, be presented to the Govrenor GOV-
ERNOR, the General Assembly of Maryland, and the State Board
of Education no later than January 30, 1962.

Senate Joint Resolution requesting the State Department of Health
to seek the support of the U. S. P. H. S. is IN carrying out a study
and project demonstration of the medical management of narcotic
addicts.
Whereas, it cannot be too strongly emphasized that the first
principle of the treatment of drug addicts is that they should be
looked upon as patients, that is to say, treated medically and not
punitively; and
TREATED MEDICALLY; AND
Whereas, the causes of drug addiction are numerous and complex,
and most physicians have recognized addiction not as a disease in
itself but rather as the symptom of an underlying psychiatric dis-
order reflecting the inability of the individual to make an adjustment
to life without narcotics; and
Whereas, there are serious gaps in our knowledge about narcotic
addiction including deficiencies in application of newer medical
knowledge and epidemiological techniques; and
