1734 Joint Resolutions
Whereas, present office space and facilities in Cecil County are
grossly overcrowded and inadequate and are deteriorating at a
rapid rate; and
Whereas, it is recognized that the mere construction of ad-
ditional office facilities on a piecemeal and haphazard basis would
not constitute a desirable solution to the problem. A comprehensive,
long-range plan for capital improvements relative to county office
space and facilities, parking facilities in connection therewith, and
urban renewal in such areas is the most desirable manner in which to
attack and solve this problem; now, therefore, be it
Resolved by the General Assembly of Maryland, That a Commission
be appointed to investigate, study and consider the overcrowded,
inadequate and rapidly deteriorating county office space and facili-
ties in Cecil County and to formulate recommendations and sug-
gestions for a long-range capital improvement program, embracing
the construction and improvement of county office space and facilities,
parking facilities in connection therewith and urban renewal in the
areas surrounding such county office facilities; and be it further
Resolved, That a Commission be appointed, to perform the afore-
said functions, by the State Senator from Cecil County, to be com-
posed of eight members; one to be appointed from the Cecil County
Board of Health, one from the Cecil County Board of Education,
one from the Cecil County Welfare Board, one to be the County
Treasurer, one County Commissioner, one from the Cecil County legis-
lative delegation, one member of the Town Council of Elkton and
one person representing a financial institution in Cecil County; and
be it further
Resolved, That said Commission be requested to submit a report
of its study, investigation, recommendations and suggestions to the
General Assembly of Maryland at its 1963 Session; and be it further
Resolved, That the Secretary of State send a copy of this Resolu-
tion to the County Commissioners of Cecil County.
