1712                             Joint Resolutions

addresses he made. The first which dates from 1946 at the time the
world was just beginning to grasp the potential threat of atomic
warfare shows clearly the conception Senator Tydings had of the
forces of atomic energy: "Unless thought-deep thought-accompanied
by action takes place for the control of the atomic bomb, civilization
faces unbelievable destruction in the next war."

The second quotation is from the senatorial campaign of 1938
when Senator Tydings had been marked for "perjury" PURGE be-
cause of his voting against the Supreme Court "packing" bill in the
late 1930's. The Senator's answer at that time was: "If I am elected,
I shall vote for those measures I believe to be right and oppose those
I believe to be wrong, no matter who advocates them or opposes them
and when I can no longer do that I care no longer to represent this
State in any public body."

In Senator Tydings' passing the State, the nation and the world
have lost an outstanding and remarkable citizen. The General As-
sembly of Maryland joins in the universal regrets over the passing
of this leader in public life; now, therefore, be it

Resolved by the General Assembly of Maryland, That the deepest
regrets of every member of the General Assembly be expressed over
the passing of the Honorable Millard E. Tydings a former member
of this General Assembly and a long time member of the Senate of
the United States and; be it further

Resolved, That the Secretary of the State of Maryland be instructed
to send copies of this resolution under the great seal of the State of
Maryland to Mrs. Millard E. Tydings, Oakington, Havre de Grace,
Maryland and to his son, Joseph D. Tydings, his daughter, Mrs. F.
Warrington Gillet, Jr. and to his sisters, Mrs. Naomi Pickett and
Mrs. John Eager.

House Joint Resolution suggesting the expansion of the Military
Cemetery at the Antietam National Battle Site near Sharpsburg,
Washington County, State of Maryland.

Whereas, the military cemetery at Antietam National Battle Site
near Sharpsburg, Washington County, State of Maryland is a fitting
place of interment and memorial to those citizens of this State and
other states of the United States of America who have nobly
answered the call to arms when the public liberty has been endan-
gered and other means of redress ineffectual; and
