Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 27A be and it is hereby added to Article 78B of the
Annotated Code of Maryland (1957 Edition), title "Racing Com-
mission", to follow immediately after Section 27 thereof, and to be
under the new sub-title "Matinee Racing", and to read as follows:

27A.

Notwithstanding any other provisions of this article, the Com-
mission is authorised to issue a license to
Cape Pine Development
Corporation
IS HEREBY AUTHORIZED to conduct trotting and
pacing races commonly known as matinee or exhibition racing at
Cape Pine Farm in Church Hill, Queen Anne's County. The Commis-

sion shall prescribe the number of days to be run, allocate dates for

the days authorized, the number of daily races, and impose such

other terms and conditions on the conduct of such races as it deems

necessary. No pari mutual betting QUEEN ANNE'S COUNTY ON
NOT MORE THAN 5 DAYS A MONTH AND FOR NOT MORE
THAN A TOTAL OF 30 DAYS IN ANY ONE CALENDAR YEAR.
NO PARI MUTUEL BETTING OR WAGERING OF ANY
NATURE shall be allowed at such races; and the maximum prize or
award that may be granted in any race shall not exceed three hun-
dred dollars ($300.00) in value.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

AN ACT to authorize the creation of a State debt, in the aggregate
amount of One
Hundred Twenty five Thousand Dollars ($125,
000.00), for the purpose of aiding in the construction of jail fa
-
cilities, including new administration quarters and new enclosing
security fence, together with related site work, construction of

utility conduits, architects' fees and engineers' fees where appli-
cable, at the Montgomery County Detention Farm, Rockville, Mary-
land, and providing generally for the issuance and sale of certifi-
cates of indebtedness evidencing such loan.

AN ACT TO AUTHORIZE THE CREATION OF A STATE DEBT
IN THE AGGREGATE AMOUNT OF TWO HUNDRED AND
FIFTY-FIVE THOUSAND DOLLARS ($255,000.00), FOR THE
PURPOSE OF AIDING IN THE CONSTRUCTION OF COUNTY
JAIL FACILITIES, IN ACCORDANCE WITH THE PROVI-
SIONS OF SECTION 710 OF ARTICLE 27 OF THE ANNO-
TATED CODE OF MARYLAND (1957 EDITION), OF WHICH
