providing that two of the four judges for the fourth judicial circuit
shall be residents of an be elected by the voters of Allegany
County.

AN ACT TO ADD NEW SECTIONS 32D AND E TO ARTICLE 26
OF THE ANNOTATED CODE OF MARYLAND (1957 EDI-
TION AND 1960 SUPPLEMENT), TITLE "COURTS", SUB-
TITLE "CIRCUIT COURTS FOR THE COUNTIES—COURT
STENOGRAPHERS", SAID NEW SECTIONS TO FOLLOW
IMMEDIATELY AFTER SECTION 32C THEREOF, TO PRO-
VIDE FOR ADDITIONAL RESIDENT JUDGES OF THE 4TH
JUDICIAL CIRCUIT IN ALLEGANY AND WASHINGTON
COUNTIES.

Whereas, for a period of sixty years prior to the year 1954, the
fourth judicial circuit had three judges, two of whom resided in

Allegany County; and

Whereas, by virtue of an amendment to the Constitution of Mary-

land proposed by Chapter 607 of the Laws of 1953, and ratified by

the voters of the State on November 2, 1954, a resident judge was
created for Garrett County which automatically eliminated one of
the resident judges in Allegany County; and

Whereas, by Chapter 761 of the Laws of 1959, a constitutional
amendment was propos
ed which provided for a minimum of four

circuit court judges in each judicial circuit, and said constitutional

amendment was approved by the voters of the State on November 8,

1960; and

Whereas, pursuant to the provisions of Section 5 of Article IV of
the Constitution of Maryland, the Governor of Maryland has ap-
pointed a resident of Allegany County as the fourth judge in the
fourth judicial circuit; now therefore,

Section 1. Be it enacted by the General Assembly of Maryland,

That a new Section 32D be, and it is hereby added to Article 26 of

the Annotated Code of Maryland (1957 Edition and 1960 Supple-
ment), title "Courts", sub-title "Circuit Courts for the Counties
Court Stenographers", said new Section to follow immediately after

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEM-
BLY OF MARYLAND, THAT NEW SECTIONS 32D AND E BE
AND THEY ARE HEREBY ADDED TO ARTICLE 26 OF THE
ANNOTATED CODE OF MARYLAND (1957 EDITION AND
1960 SUPPLEMENT), TITLE "COURTS", SUB-TITLE "CIRCUIT
COURTS FOR THE COUNTIES—COURT STENOGRAPHERS",
SAID NEW SECTIONS TO FOLLOW IMMEDIATELY AFTER
SECTION 32C THEREOF AND TO READ AS FOLLOWS:
