be used only for the propagation of oysters on natural oyster bars
as defined in this Article and shall not be sold nor distributed to
any lessee nor placed upon any leased bottom. Any person may,
by way of appeal from the decision of the Department ex-officio as
aforesaid, file petition in the Circuit Court of the County, at any
time until expiration of thirty days from the notice of the final
determination as aforesaid, and the same proceedings shall be had
as set forth in this section by trial of the Circuit Court, de novo
and with the same right of appeal from the decision of the said
Circuit Court.

(i) It shall be unlawful to take, scrape or tong for oysters upon
any area which has been closed by any rule or regulation of the
Department of Tidewater Fisheries[.] or upon any area reserved
for propagation of oyster seed under subsection (g-1) of this sec-
tion. This sub-section shall not be construed or applied as prohibit-
ing such taking or catching of oysters by or on behalf of the Depart-
ment of Tidewater Fisheries.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

CHAPTER 826
(House Bill 469)

AN ACT to add a new Article to the Charter of the City of Rock-
ville, the same being Chapter 49 of the Montgomery County Code
1955 (Article 16 of the Code of Public Local Laws of Maryland)
as amended by Resolution No. 24-60 of the Mayor and Council of
Rockville which Resolution became effective May 31, 1960, said
new Article to be known as Article XII-A, titled "Redevelopment-
Urban Renewal" and to follow immediately after Article XII;
to authorize and empower the Mayor and Council of Rockville to
carry out urban renewal projects involving the clearance and
redevelopment and rehabilitation of slum areas or blighted areas,
including the acquisition of property for such purposes with cer-
tain provisions in regard to such acquisition by the exercise of
the power of eminent domain; declaring such activities to consti-
tute governmental functions in furtherance of which the Mayor
and Council of Rockville may exercise the power of taxation,
expend public funds and extend public credit; granting to the
Mayor and Council of Rockville certain additional powers and
authority necessary or proper to carry into full force and effect
the powers hereinabove mentioned and placing certain restrictions
and limitations on certain powers granted.
