at the regular assemblies or services of any such established religious
society, nor to any solicitations on behalf of any municipal corpora-
tion, volunteer fire companies and fire and police departments.

Any person, organization, society, association or corporation, or
any agent or representative thereof, violating any of the provisions
of this subtitle, shall be deemed guilty of a misdemeanor and upon
conviction thereof, shall be fined not less than Five Dollars ($5.00),
nor more than Five Hundred Dollars ($500.00). It shall be the duty
of any trial magistrate of the county to report to the County Com-
missioners the names of any persons convicted of violating this sub-
title, and such conviction shall operate as a revocation of the permit
and said trial magistrate shall take up and file with the Clerk, permits
issued to any person convicted, and shall endorse thereon the amount
of the fine assessed against such person, together with the date of
such conviction.

(A) THE COUNTY COMMISSIONERS OF WASHINGTON
COUNTY ARE HEREBY AUTHORIZED TO ADOPT RULES
AND REGULATIONS TO PROVIDE FOR THE LICENSING AND
REGULATION OF PERSONS OR GROUPS CONDUCTING SO-
LICITATIONS FOR CHARITY IN WASHINGTON COUNTY.
(B) ANY PERSON VIOLATING THE RULES AND REGULA-
TIONS ESTABLISHED BY THE COUNTY COMMISSIONERS
SHALL BE DEEMED GUILTY OF A MISDEMEANOR AND
UPON CONVICTION THEREOF SHALL BE FINED NOT LESS
THAN FIVE DOLLARS ($5.00) NOR MORE THAN TWO HUN-
DRED FIFTY DOLLARS ($250.00).
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

(House Bill 961)
AN ACT to add new Section 45D to Article 7 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Carroll County,"
sub-title "County Commissioners," to follow immediately after
Section 45C thereof, as added by Chapters 494 and 737 of the Acts
of 1959, authorizing the County Commissioners of Carroll County
to abate weeds, refuse or stagnant water from vacant lots and to
assess and recover the costs of such action.
