member shall be appointed for three (3) years; one member shall be
appointed for four (4) years; and one member shall be appointed

for five (5) years. The County Executive shall designate the terms
of the members of the Commission first appointed. The members of
the Redevelopment and Rehabilitation Commission shall be known as
Commissioners. The County Executive shall designate which of the
Commissioners shall be the Chairman. The Chairman of the Com-
mission shall serve as such until the expiration of his term or until
his office otherwise becomes vacant. The members of the Commis-
sion shall select one of the members as Vice-Chairman, who, in the
absence of the Chairman of the Commission, shall preside over the
meetings of the Commission and exercise the duties of the Chairman.
The Vice-Chairman shall serve as such until the expiration of his
term or until his office otherwise becomes vacant. A Commissioner
shall hold office until his successor has been appointed and has taken
office.

26A-5. Any vacancy in the membership of the Commission caused
by the expiration of a term or by the resignation, removal, death, or
permanent absence from this State of an incumbent or by superven-
ing incapacity upon his part, whether physical or mental to discharge
his duties, or by any other cause shall be filled by the Executive for
a new term or for the remainder of the term of such incumbent, as
the case may be, in the manner prescribed by the Charter of Balti-
more County, Maryland as it now exists or as it hereafter may be
amended. Any members of the Commission shall be eligible for re-
appointment.

26A-6. The members of the Commission may be removed from
office in accordance with the provisions of said Charter as it now
exists or as it hereafter may be amended.

26A-7. No Commissioner shall receive any compensation for his
services, but each Commissioner shall be reimbursed for his necessary
and proper expenses incurred in the performance of his duties as such
NOR SHALL ANY COMMISSIONER OR EMPLOYEE VOLUN-
TARILY ACQUIRE ANY PERSONAL INTEREST, DIRECT OR
INDIRECT IN ANY URBAN RENEWAL PROJECT, OR IN ANY
PROPERTY INCLUDED OR PLANNED TO BE INCLUDED IN
ANY URBAN RENEWAL PROJECT OF SUCH COMMISSION OR
IN CONNECTION WITH SUCH URBAN RENEWAL PROJECT.

26A-8. The powers of the Redevelopment and Rehabilitation Com-
mission shall be vested in the Commissioners thereof in office from
time to time. The Commission may delegate to its Director such of
its administrative powers and duties as it may deem proper. The
Commission may adopt such rules and regulations as it may deem
necessary for the proper transaction of the business of the Agency.
Three Commissioners shall constitute a quorum for the transaction of
business, and action may be taken only upon the affirmative vote of at
least three Commissioners, unless in any case the rules or regulations
adopted by the Commission shall require a larger number. No va-
cancy in the membership of the Commission shall impair the right of
a quorum to exercise all the powers and perform all the duties of
the Agency.

26A-9. The Commission may be increased to seven members upon
Resolution of the County Council of Baltimore County, Maryland.
