right in said Commission to require a permit for any such construc-
tion, installation and equipment, to enforce said permit by periodic
inspection of any such construction, installation and equipment, and
to charge a fee to cover the cost of the issuance of any such permit
and the making of any such inspection, the aggregate proceeds of
any fees so collected by the Commission to be retained by it as re-
imbursement for the costs of rendering such service. The County
Commissioners of Howard County are hereby authorized and em-
powered to incorporate into the Building Code of Howard County
standard specifications and data by reference to standard publica-
tions thereof. Such standard specifications and data so referred to
shall have the same force and effect as if printed in its entirety in
said Building Code of Howard County.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1961.

AN ACT to add new Section 132A to the Code of Public Local Laws of
Howard County (1957 Edition), being Article 14 of the Code of
Public Local Laws of Maryland, title "Howard County", sub-title
"Metropolitan Commission", to follow immediately after Section
132 thereof, to authorize the Howard County Metropolitan Commis-
sion to pay in part the cost of a sewerage system serving one or
more sanitary subdistricts by imposing on, and collecting from, each
property connecting to any such system a single assessment in aid
of construction, the amount of such assessment for each property
to be calculated on the basis of the number of sewage units on each
such property, as such units are defined by the Commission prior
to the imposition of any such assessment; to authorize said Com-
mission to require the payment of such assessment prior to the
connection of a property with a sewerage system; and to authorize
said Commission to use the moneys collected from the imposition
of such assessments for the purpose of paying any part of the cost
of a sewerage system serving the properties assessed, irrespective
of whether said part be within or outside a subdistrict or Howard
County, and also to use such moneys to retire bonds issued by the
Commission for such sewerage system or to reduce benefit assess-
ments or taxes imposed or levied to provide for such retirement.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section be and the same is hereby added to the Code of
Public Local Laws of Howard County (1957 Edition), being Article
14 of the Code of Public Local Laws of Maryland, title "Howard
