shall also act as filing clerks for the police department with respect
to all civil proceedings and shall receive such compensation as may
be provided by the County Commissioners but not less than eight
hundreds dollars ($800) nor more than fifteen hundred dollars
($1,500) per year. In Baltimore County the clerks shall also act as
committing magistrates and shall be appointed by the Governor as
more specifically provided by Section 97 of this article; the annual
salaries of such clerks shall be paid by the county and shall be no
less than the amounts paid to each such clerk as of January 1, 1959.
In Kent County, the clerk to the trial magistrate of said county shall
receive a salary of twenty-four hundred dollars ($2,400) per year,
payable in equal monthly installments. The County Commissioners
of Kent County are hereby authorized to increase said compensation.

The said clerk in Kent County shall be present in the magistrate's
office Monday through Friday of each week from 9 A.M. through
4 P.M. and any other times the trial magistrate holds court.

119. (a) In addition to the justices of the peace and justices of
the peace at large hereinbefore specified, the Governor, by and with
the advice and consent of the Senate, shall appoint one justice of the
peace at large for each county of the State, except Montgomery,
Prince George's, and Kent counties, who shall be designated "substi-
tute trial magistrate." Such magistrate shall post the bond required
of trial magistrates and shall receive a salary of $100.00 per year,
except there shall be three substitute magistrates appointed for Balti-
more County, each of whom shall receive $1,800.00 per year in
addition to the compensation received when actually sitting as a sub-
tute as hereinafter provided, and except the substitute magistrate ap-
pointed for Somerset County, who shall receive five hundred dollars
($500.00) per year in addition to the compensation received when
actually sitting as a substitute, as hereinafter provided, and [except
the substitute magistrate appointed for Prince George's County, who
shall receive $3,000,000 per year in full compensation for his services
for actually sitting as a substitute and such substitute shall serve as
is otherwise herein provided for substitute trial magistrates in the
place and stead of the regular trial magistrate for said county but
in addition shall sit at least twice a month at one of the places regu-
larly assigned for hearing by the trial magistrates the hours for which
shall be set up by schedule for evenings, and] except the substitute
magistrate appointed for Cecil County, who shall receive $300.00 per
year in addition to the compensation received when actually sitting
as a substitute, as hereinafter provided. And in Wicomico County
said substitute trial magistrate shall receive a salary of $800.00 per
year.

119.

(k) The Substitute Judge of the People's Court of Prince George's
County shall receive as compensation $600.00 per year in addition to
the pro rata amount which is paid to a full-time Judge of the People's
Court for the time such Substitute actually spends sitting as a Substi-
tute. The Substitute Judge shall serve in the event of the temporary
absence or inability of a Judge of the People's Court, and shall sit in
such Judge's place and stead during the period of his absence or
inability, and shall have the same power and authority and be subject
to the same duties and responsibilities as the Judge for whom he is
