CHAPTER 654

AN ACT to add new Section 9A to Article 64A of the Annotated Code
of Maryland (1957 Edition), title "Merit System", to follow im-
mediately after Section 9 thereof, to include in the classified service
of the State certain contractual employees, and to provide for no
diminution of the salary of such persons.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 9A be and it is hereby added to Article 64A of the
Annotated Code of Maryland (1957 Edition), title "Merit System",
to follow immediately after Section 9 thereof, and to read as follows:
9A. Any contractual employee of the State of Maryland employed
on July 1, 1961, who is receiving a salary of five thousand dollars
($5,000.) or more, and who has been employed by the State for a
period of ten years to such date, shall be included in the classified

service of the State. The rate of compensation for any such person
shall not be decreased as a result of inclusion in the classified service.
Said employee shall thereafter be entitled to all the rights and
privileges, and subject to all the provisions of this Article.
9A. ANY CONTRACTUAL EMPLOYEE OF THE DEPART-
MENT OF PUBLIC IMPROVEMENTS OF THE STATE OF
MARYLAND EMPLOYED ON JANUARY 1, 1961, WHO IS RE-
CEIVING A SALARY OF FIVE THOUSAND DOLLARS ($5,000.)
OR MORE, AND WHO HAS BEEN EMPLOYED FULL TIME BY
THE STATE FOR A PERIOD OF TEN YEARS TO SUCH DATE,
SHALL BE INCLUDED IN THE CLASSIFIED SERVICE OF THE
STATE. SUCH EMPLOYEE SHALL TAKE THAT PLACE IN
THE CLASSIFIED SERVICE TO WHICH HE WOULD HAVE
BEEN ENTITLED HAD HE BEEN INCLUDED IN THE CLAS-
SIFIED SERVICE AT THE TIME OF HIS EMPLOYMENT. SAID
EMPLOYEES SHALL THEREAFTER BE ENTITLED TO ALL
THE RIGHTS AND PRIVILEGES, AND SUBJECT TO ALL THE
PROVISIONS OF THIS ARTICLE.
Sec. 2. And be it further enacted, That this Act shall take effect
on July 1, 1961.
