tive and be in full force and effect and such articles shall be con-
clusively deemed to have been lawfully and properly adopted.
Promptly after the issuance of a certificate of approval the said
[Commission] Department shall record said articles of withdrawal
or articles of joinder, as the case may be, together with the endorse-
ments thereon, in the book kept by it for the purpose of recording
articles of incorporation.
649. (a) the powers of each District shall be exercised by a gov-
erning body (herein called the "Commission") composed as follows:
(1) If the District is incorporated by one county the Commission
shall be composed of three citizens of such county, no one of whom
shall hold any other office of said county during his term of office on
said Commission. The governing body of such county shall appoint
the members of the Commission, whose terms of office shall commence
on the date of appointment, and one of whom shall serve for two
years, one for four years, and one for six years from the January
first next succeeding the date of incorporation, and thereafter the
said governing body shall, at a meeting held not later than one
month prior to January first in each year in which a vacancy occurs,
appoint as a member of the Commission a citizen of the county for
which the District is created, for a term of six years, to succeed the
member whose term expires on the January first next succeeding.
(2) If the District is incorporated by two or more counties, the
Commission shall consist of a number of members at least equal to
the number of counties incorporating the District; but in no event
less than three. When one or more additional counties join an exist-
ing District, each of such joining counties shall have one member
on the Commission [.] , and [T] the first of such members shall be
appointed immediately upon the admission of the county into the
District for a full term of six years, [equal to that fixed for the other
members of the Commission.] The members of the Commission of a
District incorporated by two or more counties shall be appointed,
their terms staggered, and vacancies filled, and, where the number
of counties joining is less than three, shall be apportioned in such
manner as the articles of incorporation shall provide. No member
shall be appointed for a term longer than six years.
(b) Members of the Commission shall hold office until their succes-
sors have been appointed, and may succeed themselves, and shall re-
ceive such salaries, if any, as may be determined by the governing
body or bodies of the county or counties from time to time. The salary
of any member of the Commission shall be paid by the county appoint-
ing such member. If a vacancy shall occur by reason of the death,
disqualification, resignation or removal of a member, the governing
body of the county shall appoint a successor to fill his unexpired
term. In joint Districts such vacancies shall be filled by the govern-
ing body of the county in the representation of which the vacancy
occurs. Whenever any county shall withdraw from a joint District,
the term of any member or members appointed from such county
shall immediately terminate.
(c) A majority of the members shall constitute a quorum of the
Commission for the purpose of organizing the District and conduct-
ing the business thereof and for all other purposes, and all action
may be taken by vote of a majority of the members present, unless
in any case the by-laws shall require a larger number. The Commis-
