principal which will be payable to the close of the next ensuing cal-
endar year on all Certificates theretofore issued or theretofore au-
thorized by resolution of the Board of Public Works to be issued, and
the governing bodies of each of the Counties and Baltimore City
shall forthwith levy and collect such a tax at such a rate.

All matters committed by this Act to the discretion of the Board of
Public Works shall be determined by a majority of said Board.

Sec. 8. And be it further enacted, That if any funds provided by
this Act shall not have been contracted for within five years from the
effective date of this Act, then such funds shall be deemed to have
been abandoned. If the total loan authorized herein shall have been
issued within five years from the effective date of this Act, then the
amount specified herein for said abandoned funds shall be transferred
to the Annuity Bond Fund and shall be applied to the debt service
requirements of the State. If, however, the total loan authorized
herein shall not have been issued within five years from the effective
date of this Act, then the total issuable Certificates of Indebtedness
authorized herein shall be reduced by the amount specified herein
for said abandoned funds.

Sec. 9. And be it further enacted, That this Act shall take effect
June 1, 1961.

CHAPTER 644

(Senate Bill 391)

AN ACT to repeal and re-enact, with amendments, Sections 645 to
673, inclusive, of Article 43 of the Annotated Code of Maryland
(1957 Edition, as amended), title "Health", sub-title "Sanitary
Districts", said Sections having been enacted by Chapter 782 of
the Acts of the General Assembly of 1957 and amended by Chap-
ters 21, 294, 723 and 791 of the Acts of the General Assembly of
1959; to add a new sub-section 645 (e), to follow immediately after
sub-section 645 (d) and to renumber existing subsections 645 (e)
to 645 (k), inclusive, accordingly; to add a new sub-section 649
(e), to follow immediately after sub-section 649 (d); to add a
new sub-section 650 (b) (16), to follow immediately after sub-
section 650 (b) (15); to divide Section 652 into sub-sections 652
(a), (b), (c) and to add a new sub-section 652 (d) thereto; to
add a new sub-section 654 (d), to follow immediately after sub-
section 654 (c); to add a new sub-section 671 (d), to follow
immediately after sub-section 671 (c); clarifying and defining
further the provisions of said sub-title; removing all references
to drainage systems in said sub-title except where such drainage
is incident to water or sewerage systems; authorizing and direct-
ing a county or counties to advance funds, in addition to other ad-
vances authorized by said sub-title, to a District for necessary
operating and overhead expenses of such District and the Com-
mission of such District; defining the term "sanitary district" as
distinguished from the term "District" and clarifying the require-
ments for, and effects of, the incorporation of Districts; authoriz-
