however, that the linear measurement along the shore line for the
first such area shall not exceed a distance of 100 yards for each land-
owner. In the event that there shall be more than one such private
bathing beach belonging to the same landowner or one private bathing
beach which extends for a distance of more than 100 yards, the
Commission of Tidewater Fisheries may, in their discretion issue a
numbered permit for more than one such private beach or for an
area in excess of 100 yards. Any extended area or areas shall be
marked, and the areas designated as the Commission of Tidewater
Fisheries shall prescribe in its rules and regulations, or

(5)  on Sunday, or between sunset and one-half hour after sunrise
on any other day, or to land soft shell clams before sunrise or later
than one (1) hour after sunset, or

(6)  within 100 yards of the mean low water mark of any shore
line.

(7)   WITHIN 500 YARDS OF ANY OCCUPIED DUCK BLIND,
WHERE DECOYS ARE SET OUT DURING THE LEGAL DUCK
HUNTING SEASON.

(c)  No such rules and regulations of the Commission shall become
effective until said Commission has held a public hearing. Such public
hearing shall be advertised as
to time, place and purpose, and such
advertisement shall appear in at least one newspaper, local to the
county for two successive weeks in advance of such hearing. After
such hearing, and upon adoption by a majority of the members of
the Commission of Tidewater Fisheries, such rules and regulations
shall be published for one (1) week in the newspapers bearing notice
of the hearing, and thereafter shall have all the force and effect as
of law.

(d)  The rules and regulations adopted by the Commission of Tide-
water Fisheries shall provide that any person, desiring a license to
operate a hydraulic, mechanical, or other dredge for the catching
or taking of soft shell clams, shall be the owner of his boat in which
he wishes to operate such dredge, and a resident of the county for
five years and that he has been a licensed tonger for five years prior
to his application, and each member of the crew of his boat or rig
must be, for a period of one year, a bona fide resident of this County;
that any license issued by the Commission of Tidewater Fisheries
shall be valid for twelve (12) months, from July first to June
thirtieth, and the fee therefor shall be Five Dollars ($5.00). A
propeller guard shall be used as may be required by the Commission
of Tidewater Fisheries. The Commission of Tidewater Fisheries may
require such modification to the hydraulic clam dredge and/or
licensed dredge boats and rigs as may be demonstrated to be in the
public interest.

(e)  Only a person, who has been a bona fide resident of this State
for one year, and no other, may deal in the business of buying
and selling, shipping and marketing soft shell clams taken from the
waters of this State, and the Commission of Tidewater Fisheries
shall make provision for the licensing of any such person who so
desires to become such a dealer; provided, however, that such license
shall be valid only for the calendar year in which issued and that the
fee therefor shall be Twenty-five Dollars ($25.00). A dealer's license
shall not be required of any person or corporation, resident or non-
