FER CERTIFICATE SHALL EXPIRE AT THE SAME TIME
THE ORIGINAL OR RENEWAL CERTIFICATE WOULD HAVE
EXPIRED. ANY APPLICATION FOR A TRANSFER CERTIFI-
CATE MADE AFTER ONE SUCH TRANSFER CERTIFICATE
HAS BEEN ISSUED DURING THE PERIOD FOR WHICH AN
ORIGINAL OR RENEWAL CERTIFICATE WAS EFFECTIVE
SHALL BE CONSIDERED AS AN APPLICATION FOR AN
ORIGINAL OR RENEWAL CERTIFICATE OF NUMBER WHICH
SHALL BE EFFECTIVE FOR THE PERIOD, AND SHALL BE
ISSUED FOR THE FEE, PROVIDED FOR SUCH ORIGINAL OR
RENEWAL CERTIFICATE. ALL VESSELS OTHERWISE EX-
EMPTED FROM NUMBERING OR THE PAYMENT OF A FEE
THEREFOR ARE EXEMPTED TO THE SAME EXTENT FROM
THE PROVISIONS OF THIS SUB-SECTION.

(d) Such rules and regulations of the Departments as are author-
ized by this Article shall not become effective unless they have been
publicly advertised in at least two daily newspapers [having daily
and weekly] of general circulation and one or more weekly newspaper
serving the area or areas involved at least thirty FORTY-FIVE days
before the date on which they become effective. When any fifty (50)
citizens of the State shall file a petition with the department [during
the] not less than fifteen [day period] days before the date any rules
or regulations become effective, the respective department shall con-
duct a public hearing on the proposed rules [or] and regulations.
10.
The Department of Tidewater Fisheries and the Department of
Game and Inland Fish jointly shall provide regulations for their
respective jurisdictions to govern the following:
(a) Kinds of numbers to be used and how to be displayed on boats;
the numbering to conform to the federal numbering system.
(b) Issuance of certificates of title and cards of identification for
owners.
