SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 3 of Article 101 of the Annotated Code of Maryland
(1957 Edition), title "Workmen's Compensation", sub-title "Work-
men's Compensation Commission", be and it is hereby repealed and
and re-enacted, with amendments, to read as follows:

3. The Chairman of the Workmen's Compensation Commission
of Maryland shall receive a salary of [fourteen thousand and five
hundred dollars ($14, 500)]

FIFTEEN THOUSAND DOLLARS ($15, 000) per
annum.

In addition to the salary provided in this section each commissioner
shall be allowed his actual and necessary traveling and incidental
expenses.

SEC. 2. And be it further enacted. That this Act shall take effect
July 1, 1962.

Approved March 23, 1962.

CHAPTER 30
(Senate Bill 61)

AN ACT to authorize the creation of a State debt in the aggregate
amount of

$825, 000. 00 for the purpose of aiding in
the construction of new buildings and making additions to and
renovations of existing buildings (dining hall addition, library
addition, auditorium—fine arts building, Smith Hall addition,
maintenance shops) on the campus of Washington College, in
Chestertown, subject to the requirements that the said College, on
or before January 1, 1964, shall have obtained elsewhere at least
an equal and matching sum for the same purposes; and providing
generally for the issue and sale of certificates of indebtedness
evidencing this loan.

WHEREAS, Washington College is the oldest chartered institution of
higher learning in the State, with a long and distinguished history,
dating back to 1782, when it was chartered, as a college, having pre-
viously existed as the Kent County Free School; and

WHEREAS, Washington College, in order to meet its responsibility
in providing higher education for the increased number of qualified
applicants, has embarked on a program to increase its facilities in
order that it may increase its student body by approximately 50%;
and
