An authority shall select from among its commissioners a vice-chair-
man, and it may employ a secretary (who shall be executive director),
technical experts and such other officers, agents and employees, per-
manent and temporary, and shall determine their qualifications, duties
and compensation. For such legal services as it may require, an au-
thority may call upon the chief law officer of the city or may employ
its own counsel and legal staff. An authority may delegate to one or
more of its agents or employees such powers or duties as it may
deem proper.

SEC. 2. And be it further enacted) That this Act shall take effect
June 1, 1962.

CHAPTER 20
(Senate Bill 34)

AN ACT to add new Section 326 (v) to Article 81 of the Annotated
Code of Maryland, (1957 Edition and 1961 Supplement), title
"Revenue and Taxes", sub-title "Retail Sales Tax Act", to follow
immediately after Section 326 (u) thereof, creating an exemption
from the retail sales tax for baskets, crates, hampers, boxes and
other containers used in transporting TO THE MARKET prod-
ucts of the farm, dairy, grove or garden to the market, and to
repeal and re-enact, with amendments, Section 324 (f) of said
Article and sub-title, (1961 Supplement), to eliminate from the
definition of "Retail Sale" the reference to the aforesaid con-
tainers and to correct an error in said section.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Section 326 (v) be and the same is hereby added to Article
81 of the Annotated Code of Maryland (1957 Edition and 1961
Supplement), title "Revenue and Taxes", sub-title "Retail Sales Tax
Act", to follow immediately after Section 326 (u) thereof and to read
as follows:

826 (v) Sales of baskets, crates, hampers, boxes, hogsheads and
other containers purchased by a farmer to transport
TO THE
MARKET products which he raises, to the market place.

SEC. 2. And be it further enacted, That Section 324 (f) of Article
81 of the Annotated Code of Maryland, (1961 Supplement), title
"Revenue and Taxes", sub-title "Retail Sales Tax Act", be and the
same is hereby repealed and re-enacted with amendments, to read
as follows:
