of Article 89B of the Annotated Code of Maryland (1957 Edition
and 1961 Supplement), title "State Roads Commission", sub-
title "Duties and Powers", providing that the Superintendent
of State Police may approve as snow tires those tires which
meet certain requirements, but are not normally designated as
snow tires by the manufacturer, so that a vehicle equipped with
such approved snow tires may travel on a State emergency snow
route when a snow emergency is in effect.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 66A of Article 89B of the Annotated Code of Mary-
land, (1957 Edition and 1961 Supplement), title "State Roads
Commission", sub-title "Duties and Powers", be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

66A.

The State Roads Commission, after securing the approval of the
members of the governing body of the county affected, is hereby
authorized to designate such State highways as it deems appropriate
as "emergency snow routes" and such highways when so designated
shall be appropriately signed. After the highways have been desig-
nated and signed, and a snow emergency declared as hereinafter
prescribed, it shall be unlawful for any motor vehicle to travel
or attempt to travel upon such highway unless it is equipped with
chains or unless both rear wheels are equipped with snow tires.
For the purpose of this section snow tires shall mean those tires
which are normally designated by the manufacturer as snow tires
or such tires as may be approved by the Superintendent of the State
Police as meeting the Standards of effectiveness required of normally
designated snow tires,
and shall be in a good state of repair. It
shall also be unlawful to park a vehicle on such a highway during
the period of the emergency and the State Police are hereby au-
thorized to have any such vehicle so parked towed from said highway.

The Superintendent of the State Police or his representative
shall have the authority to call such emergency for the State high-
ways so designated as a whole or for such State highways in the
State as he deems necessary which emergency shall continue in
force and effect until the Superintendent or his representative
shall declare it no longer necessary.

Any person, firm or corporation violating the provisions of this
section or the rules and regulations made pursuant hereto shall
be deemed guilty of a misdemeanor and upon conviction be fined
a minimum of $10. 00 or a maximum of $25. 00.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1962.
