IF ANY PROVISION OF THIS SUB-TITLE OR THE APPLICA-
TION THEREOF TO ANY PERSON OR CIRCUMSTANCE IS
HELD INVALID FOR ANY REASON, SUCH INVALIDITY
SHALL NOT AFFECT THE OTHER PROVISIONS OR ANY
OTHER APPLICATION OF THIS SUBTITLE WHICH CAN BE
GIVEN EFFECT WITHOUT THE INVALID PROVISION OR AP-
PLICATION, AND TO THIS END, ALL PROVISIONS OF THIS
SUBTITLE ARE DECLARED TO BE SEVERABLE.
271 269. Transitory Provisions
(a) The Commission members first appointed shall be designated
by the Governor to serve the following terms in their initial ap-
pointments: One for a term expiring June 30, 1963; one for a
term expiring June 30, 1964; one for a term expiring June 30,1965;
and two for terms expiring June, 30, 1966.

(b) No license shall be required of any contractor or salesman
until July 1, 1962, or until such later date as the Commission may
determine, but not later than January 1, 1963. Contractors9 and
salesmen's licensees shall be granted to all applicants who apply
therefor on or before July 1, 1962, or such later date in the year
as may be set by the Commission as the effective date licenses are
to be issued.
(c) All provisions of this sub-title, other than as to applications
for or issuance of licenses shall take effect on June 1, 1962. During
the time of delay authorized in subsection (b) above, the Commis-
sion shall have the power to suspend or revoke the authority of any
person to engage in the business and any such suspension or revoca-
tion shall be deemed equivalent to a suspension or revocation
of license; and any person whose authority to do business is
so terminated shall be guilty of doing business without a license
and subject to the penalties of Section 269 267 should such person
continue or again engage in the home improvement business without
first obtaining authority to do so from the Commission.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1962.
