(j) Certify the registration of apprentices to other agencies upon
request.
(k) Encourage recognition of the value of registered Apprentice-
ship Training;
(I) The Council shall prescribe its own rules of procedure and
duties of the Chairman, Director and Secretary;
(m) Perform such other functions as the Governor may direct or
as may come within the scope of the Council.
53. 324. Limitation of application of this chapter. This chapter
does not apply to employers who, with their employees, are subject
to the national Railway Act or any Act amendatory thereof.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1962.

CHAPTER 125
(Senate Bill 124)
AN ACT to repeal and re-enact, with amendments, Sections 235 (b),
237 (b), and 238 of Article 41 of the Annotated Code of Maryland
(1957 Edition), title "Governor—Executive and Administrative
Departments", sub-title "State Civil Defense", and to add a new
Section 9B to Article 64A of said Code (1957 Edition and 1961
Supplement), to follow immediately after Section 9A thereof,
amending the laws concerning civil defense in this State in order
to provide that certain employees of the State Civil Defense Agency
shall be members of the classified service of the State, and also for
the manner in which certain employees of the Civil Defense Or-
ganizations in the several political subdivisions shall MAY be
members of a classified service or merit system, including the
position of Alternate Director, and relating to the powers and
operations of civil defense organizations.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 235 (b), 237 (b), and 238 of Article 41 of the An-
notated Code of Maryland (1957 Edition), title "Governor—Execu-
tive and Administrative Departments", sub-title "State Civil De-
fense", be and they are hereby repealed and re-enacted, with amend-
ments, to read as follows:

(b) The Director [, with the approval of the Governor,] may em-
ploy [such] professional, technical, clerical, stenographic, and other
personnel [and fix their compensation and] within the appropria-
tions and (except as to the position of Director) subject to the con-
ditions and limitations contained in Article 64A of the Annotated
