terest which are included in the distribution shall be included as
gross income under this sub-title.

SEC. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT TO ADD NEW SECTION 45A TO ARTICLE 66C OF THE
ANNOTATED CODE OF MARYLAND (1957 EDITION), TITLE
"NATURAL RESOURCES", SUB-TITLE "IN GENERAL", TO
BE UNDER SUB-HEADING "HARBOR OR CHANNEL IM-
PROVEMENTS", SAID SECTION TO FOLLOW IMMEDI-
ATELY AFTER SECTION 45 OF SAID ARTICLE, SO AS TO
AUTHORIZE THE BOARD OF COUNTY COMMISSIONERS
OR THE COUNTY COUNCIL OF EACH COUNTY AND THE
MAYOR AND CITY COUNCIL OF BALTIMORE TO ACCEPT,
USE OR EXPEND AND TO DO ALL ACTS NECESSARY OR
DESIRABLE FOR THE ACCEPTANCE OF SUCH AID, GIFTS
OR LOANS AS MAY BE MADE AVAILABLE BY THE FED-
ERAL GOVERNMENT FOR HARBOR OR CHANNEL DREDG-
ING, MAINTENANCE OR IMPROVEMENT IN THE NAVI-
GABLE WATERS WITHIN THEIR RESPECTIVE BOUND-
ARIES".
