(b) Under the circumstances described in this section and until
such time as a number of persons sufficient to operate the municipal
government are appointed to fill the vacancies and have qualified,
the Governor may exercise any of the executive and administrative
powers of the municipal government.

(c) The powers provided in this section exist and may be exer-
cised only during the effective period of an official proclamation by
the Governor, declaring a portion or all of the corporate boundaries
of the municipal corporation to be within a civil defense emergency
or disaster area, actual or threatened.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1962.

CHAPTER 59
(Senate Bill 119)

AN ACT to add a new Section 34 to Article 16A of the Annotated
Code of Maryland (1957 Edition), title "Civil Defense", (said
Article having been added to the Annotated Code by legislation
enacted at the 1962 Session of the General Assembly), said new
Section 34 to follow immediately after Section 33 thereof and to
be under the new sub-title "Emergency Powers of Administra-
tion", providing that the Governor may exercise any of the execu-
tive and administrative powers of a special tax area or district
(INCLUDING A SANITARY DISTRICT OR WATER DIS-
TRICT) if by reason of any military or warlike catastrophe a
majority of the members of the governing body thereof are miss-
ing or otherwise unavailable, until such time as the vacancies are
filled under normal operation of law; and providing that these
powers are effective and may be exercised only during the effective
period of an official proclamation by the Governor declaring a
portion or all of the tax area or tax district (INCLUDING A
SANITARY DISTRICT OR WATER DISTRICT) to be within a
civil defense emergency or disaster area, actual or threatened.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new Section 34 be and it is hereby added to Article 16A of
the Annotated Code of Maryland (1957 Edition), title "Civil De-
fense", (said Article having been added to the Annotated Code by
legislation enacted at the 1962 Session of the General Assembly),
said new Section 34 to follow immediately after Section 33 thereof,
to be under the new sub-title "Emergency Powers of Administra-
tion", and to read as follows:
