of the Code, title "Insurance", sub-title "Explosives"; sub-sections
(b) and (c) of Section 352 and sub-sections (a) and (c) of Section
353 of Article 48A of the Code, title "Insurance", sub-title "Unfair
and Deceptive Practices" be and they are hereby repealed and re-
enacted, with amendments, to read as follows:

14.

Any person, copartnership, association or corporation who shall
feel aggrieved by any decision or action of the Insurance Com-
missioner from which no appeal is now provided by this article,
may appeal from such decision or action of said Insurance Com-
missioner '[within thirty days from such decision or action, J to
the circuit court of the county in which the principal office in
Maryland of such person, copartnership, association or corpora-
tion is located, [of] or if located in Baltimore City, to the Superior
Court of Baltimore City, for the purpose of having the decision
or action of the Insurance Commissioner reviewed. The Insurance
Commissioner may stay its action pending the determination of
such appeal.
An appeal may be taken from the decision of the
circuit court or the Superior Court to the Court of Appeals by
any party to the proceeding in the same manner as other appeals
are taken from decrees or orders of said courts. [An appeal shall
act as a stay. J

93.

The written order of the Insurance Commissioner made pur-
suant to Article 91 of this article, when directed to the occupant
of such premises, shall be served by delivering a true copy thereof
to such occupant or to any adult person apparently in charge of
said premises, within five days from the date of issuance of
such order; or, in case no such person is found upon the premises,
then by posting a true copy thereof within five days from the date
of issuance of said order in a conspicuous place on the door or
other prominent entrance to said premises and by mailing a copy
thereof by registered mail to said occupant at his last known
post office address; and if no such address be known, then by
registered mail to said occupant in [case] care of general
delivery at the post office serving the community in which said
premises lie. When directed to the owner of such premises, such
order shall be served by delivering a true copy thereof to such
owner, or, if the owner is absent from the State or his whereabouts
be unknown to the Commissioner, by mailing a true copy thereof
by registered mail to the said owner's last known post office
address, or if no such address be known, then by registered mail
to said owner in care of general delivery at the post office serving
the community in which said premises lie; the said delivering or
mailing of such order to be accomplished within five days from
the date of the issuance of such order. And in the event it is
necessary to mail a copy of such order as aforesaid, the officer
mailing the same shall also, within five days from the date of
issuance of such order, post a true copy thereof upon said premises
in the manner above provided for notice to occupants.

Provided, that every such order and copy thereof shall contain a
notice that compliance therewith shall be required within a period
