Senate Joint Resolution No. 1—By Senators Malkus and Weant:

Subject: DIRECTED AGAINST THE CONSTRUCTION GIVEN BY
THE JUDICIARY TO THE FOURTEENTH AMENDMENT IN CASES
CONCERNING REAPPORTIONMENT OF STATE LEGISLATURES
AND THE CONDUCT OF STATE ELECTIONS.

The Joint Resolution was read the third time and passed by yeas and
nays as follows:

AFFIRMATIVE

Senators:

Dean, Dorsey, Gonder, Hall, Hepbron, Hughes, Malkus, Nock, North, Parran,
Phipps, Phoebus, See, Shipley, Snyder, Weant, and Wheatley. Total—17

NEGATIVE

Senators:

President, Barrick, Buffington, Dorf, James, Johnson, Jones, and Pine. Total—8

Said Joint Resolution was then sent to the House of Delegates.

RECESS

At 8: 50 o'clock P. M., on motion of Mr. Pine, the Senate took a recess
until 10: 30 o'clock A. M. Legislative Day, May 29, 1962; Calendar Day,
May 30, 1962.

AFTER RECESS

INTRODUCTION OF RESOLUTION

Senate Resolution No. 8—By Senator North:

Senate Resolution commemorating the purpose and ideals of Memorial
Day in the year 1962.

The members of the Senate of Maryland wish to commemorate the
purpose and ideals of Memorial Day in the year 1962.

This body now is in Session as part of an Extra-ordinary Session of
the General Assembly of Maryland. It pauses in its deliberations to re-
affirm the deep religious and patriotic significance of Memorial Day.

This day is observed in reverent and solemn memory of loved ones
who have passed on.

Among those for whom Memorial Day was established are men and
women, who in the great history of this country, were members of its
armed forces and lost their lives in defense of this country and of its
institutions.

To these departed heroes, friends and loved ones, the Senate of Mary-
land pledges continued adherence to the philosophy and the institutions
