of the Maryland delegation to the United States Congress.

Which was read and adopted.

Mr. Malkus, for the Committee on Judicial Proceedings, reported
without recommendation,

Senate Joint Resolution No. 1—By Senators Malkus and Weant:

Subject: DIRECTED AGAINST THE CONSTRUCTION GIVEN
BY THE JUDICIARY TO THE FOURTEENTH AMENDMENT IN
CASES CONCERNING RE APPORTIONMENT OF STATE LEGIS-
LATURES AND THE CONDUCT OF STATE ELECTIONS.

Senator Malkus, duly seconded, moved to place the Joint Resolution
on second reading.

Said motion prevailed by yeas and nays as follows:

AFFIRMATIVE

Senators:

Dean, Dorsey, Gonder, Hall, Hepbron, Hughes, Mach, Malkus, North, Parran,
Phoebus, Snyder, Weant. Total—13

NEGATIVE

Senators:

President, Barrick, Bertorelli, Buffington, Dorf, James, Johnson, Jones, Pine,
Schweinhaut. Total—10

The Joint Resolution was then placed on second reading.

The Joint Resolution was read the second time and ordered printed
for its third reading.

ORDER
By Senators Malkus, Weant, North and Dean:

That the names of Senators North and Dean be added as sponsors
to Senate Joint Resolution No. 1, and that when this Joint Resolution
is reprinted for third reading the printer be directed to add the names of
Senators North and Dean accordingly.
