section (e), the number of delegates to which any county or legis-
lative district is entitled shall never be reduced by more than one
delegate from whatever number of delegates it had on January 1,
1962. If in the application of the formula a county or legislative
district would lose two or more delegates from whatever number it
had on January 1, 1962, a number of delegates shall be added to
the representation of that county or legislative district as necessary
to bring its number of delegates to a total which is one less than it
had on January 1, 1962. From time to time the total membership
of the House of Delegates shall be increased over the stated number
of one hundred and twenty-three (123) delegates by whatever
number of delegates is necessary to conform to the requirements of
this sub-section. "

following line 20 and in the two vertical columns thereunder insert,
respectively, from left to right, the following numerals: "1" and "2".

of the third reading file bill, strike out, respectively, the words "four",
"three", "two" and "one" and insert in lieu thereof, respectively, the

Amendment No. 7—Strike out all of lines 1 to 43, inclusive, com-
prising all of sub-section (f) on pages 4 and 5 of the third reading file
bill and insert in lieu thereof, the following:

" (f) The local central committee of each party which was elected
on May 15, 1962, in the several counties or legislative districts
respectively, shall nominate persons as candidates for the House
of Delegates for the additional memberships herein created. These
nominations shall be made prior to August 1, 1962. "

Amendment No. 8—In lines 43 and 43 (a) of sub-section (g) on
page 5 of the third reading file bill, strike out the following: "special
primary elections provided for herein" and insert in lieu thereof the
following: "local central committees".

Amendment No. 9—In line 47 of sub-section (g) on page 5 of the
third reading file bill, immediately following the period, add the following:
"For the purpose of the designation of candidates for the additional seats
created by this section, as to the election in the month of November, 1962,
the following number of nominations shall be made: Anne Arundel County,
1; Baltimore County, 5; Montgomery County, 3; Prince George's County,
3; St. Mary's County, 1; Third District of Baltimore City, 2; and the
Fifth District of Baltimore City, 2. "

amendments to House Bill No. 1.
