House Bill No. 2—By the Speaker:
Subject: "LEGISLATIVE DEPARTMENT", REVISING THE PRO-
VISIONS CONCERNING THE MEMBERSHIP OF THE HOUSE OF
DELEGATES.
Amendments to House Bill No. 2
By the Committee:
Amendment No. 1—In line 1 of the title and in line 4 of Section 1
on page 1 of the printed bill, strike out in each instance, the following:
"Section 5" and insert in lieu thereof, in each instance, the following:
"Sections 4 and 5".

Amendment No. 2—In line 5 of the title of the printed bill imme-
diately following the comma, insert the following: "providing for the
re-alignment of the legislative districts of Baltimore City. "

Amendment No. 3—Following line 16 of Section 1 on page 1 of the
printed bill, insert the following new section:
"4. The General Assembly shall have the power to provide by
law, from time to time, for altering and changing the boundaries of
the existing legislative districts of the City of Baltimore, so as to
make them as near as may be of equal population; but said district
shall always consist of contiguous territory. The several legislative
districts of the City of Baltimore as they existed in 1961 shall be
so altered and changed by the General Assembly, not later than the
regular session of 1963. If such a law is not enacted by the end of
the regular session of 1963 the Governor promptly thereafter shall
propose an alteration and change of the boundaries of the several
legislative districts, in conformity with the provisions of this sec-
tion; but the alterations and changes as proposed by the Governor
shall not be effective until and unless they are approved by law by the
General Assembly. The power of the Governor to propose changes
and alterations in the boundaries of the existing legislative districts
shall not be construed or applied to affect the power of the General
Assembly thereafter to alter and change these boundaries in con-
formity with the provisions of this section. "

Amendment No. 4—Strike out all of lines 52 to 67, inclusive, of Sec-
tion 5 on page 2 of the printed bill and insert in lieu thereof, the following:
"The total population of the State according to the census shall
be divided by the number one hundred and twenty-three (123). The
resulting quotient, taken to the nearest figure of an even thousand,
is the unit of population until a similar computation is made follow-
ing the next census. The unit of population shall then be divided
into the population of each county in the State and of each legis-
