MORE TO BORROW $20, 000, 000. 00 AND GENERALLY TO USE
THE SAME FOR HIGHWAY, TUNNEL, BRIDGE, AND VIA-
DUCT PURPOSES AND THINGS APPURTENANT THERE-
TO), PROVIDING THAT NONE OF SUCH LOAN FUNDS,
WITH CERTAIN EXCEPTIONS, SHALL BE EXPENDED
FOR ANY PORTION OF THE PROPOSED EAST-WEST
RADIAL HIGHWAY UNTIL THE MAYOR AND CITY COUN-
CIL OF BALTIMORE SHALL PROVIDE FOR THE ESTAB-
LISHMENT OF A RELOCATION OFFICE TO AID AND ASSIST
IN THE RELOCATION OF PERSONS RESIDING IN OR OC-
CUPYING ANY PROPERTY WHICH MAY BE ACQUIRED FOR
THE AFORESAID EAST-WEST RADIAL HIGHWAY; PRO-
VIDING FOR FINANCING THE ESTABLISHMENT AND
OPERATION OF SUCH OFFICE, AND RELATING GENER-
ALLY TO A LIMITATION UPON THE USE OF A PORTION
OF SAID LOAN FUNDS.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Section 2A be and it is hereby added to Chapter 521 of the
Acts of the General Assembly of 1957, to follow immediately after
Section 2 thereof, to read as follows:
2A. That none of the proceeds of this act shall be expended for any
portion of the proposed East-West Radial Highway unless and until
the Mayor and City Council of

AND ASSISTING IN THE RELOCATION OF PERSONS WHO
RESIDE IN OR OCCUPY ANY PROPERTY WHICH MAY BE
ACQUIRED BY WHATEVER MANNER FOR THE PROPOSED
EAST-WEST RADIAL HIGHWAY, AND THE ESTABLISHMENT
AND OPERATION OF SUCH RELOCATION OFFICE SHALL BE
CONSIDERED AS ONE OF THE THINGS NECESSARY, PROPER
OR EXPEDIENT IN CONNECTION WITH THE MATTERS OR
THINGS MENTIONED IN SECTION 2 HEREOF. PROVIDED,
HOWEVER, THAT NOTHING CONTAINED IN THIS SECTION
2A SHALL APPLY TO, OR BE TAKEN OR CONSTRUED TO
AFFECT, DIRECTLY OR INDIRECTLY, ANY OF THE CER-
TIFICATES OF INDEBTEDNESS OF THE MAYOR AND CITY
COUNCIL OF BALTIMORE, OR THE ISSUANCE OR SALE
THEREOF, OR THE EXPENDITURE OR USE OF ANY PRO-
CEEDS DERIVED FROM THE SALE OF SUCH CERTIFICATES
OF INDEBTEDNESS, WHICH THE MAYOR AND CITY COUN-
CIL OF BALTIMORE IS EMPOWERED TO ISSUE AND SELL
BY AN APPROPRIATE ORDINANCE OR ORDINANCES OF
SAID MUNICIPALITY PASSED, AND BY THE APPROVAL OF
ANY SUCH ORDINANCE OR ORDINANCES BY A MAJORITY
OF THE VOTERS OF BALTIMORE CITY AT ANY ELECTION
HELD IN SAID CITY, PRIOR TO JUNE 1, 1962.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1962.
