more than one hundred dollars shall be made only with the prior
approval of the board of county commissioners;
(e) Establish, after consultation with appropriate officials, suit-
able specifications and standards for all supplies, materials and
equipment to be purchased and provide for adequate inspection of
deliveries to determine compliance with such specifications and
standards;
(f) Establish and operate a system of requisitions and receipts
covering the furnishing of supplies, materials and equipment to
departments and offices of the county;
(g) Supervise and administer the County Roads Department, and
in that capacity report to the county commissioners at every meet-
ing in which they sit as a Road Board as provided in Section 68 of
this Code;
(h) Perform such other administrative duties as the office of
county business manager may dictate or as may be assigned by
the board of county commissioners.
62G. The county business manager shall at all times be held
responsible for the proper discharge of his duties, but in the exer-
cise of such duties, he may delegate to appropriate officers, engineers
and employees such authority as he deems necessary to carry out
the duties of his office.
62H. The duties of the county business manager during his
temporary absence or disability shall be performed by a qualified
administrative officer of the county designated in writing by the
manager, or by the board of county commissioners, by appropriate
resolution, in the event the manager fails to make such designation.
SEC. 2. And be it further enacted, That Section 68 and Section 501
of said Code and title, sub-titles, respectively, "County Commis-
sioners" and "Reports, " be and they are hereby repealed and re-
enacted, with amendments, to read as follows:
68. The County Commissioners of Garrett County are authorized
and empowered to control and regulate the public roads and bridges
in said County, subject to the provisions of Article 89B of the
Annotated Code of Maryland (1939 Edition); they shall sit as a
Road Board once in each month, and oftener if deemed by them
necessary to the public interest, for the consideration and determina-
tion of matters relating to county roads and bridges; and at such
meetings each County Commissioner shall inform the Board of
conditions affecting roads and bridges in said county, so far as
the same have come to his knowledge, and the county business man-
ager shall report to the Board on such matters relating to the roads
and bridges of the County and to the operations of the County
Roads Department as the County Commissioners may from time
to time require. It shall be the duty of the County Commissioners
to make careful inspection of the roads and road work in Garrett
County, according to rules to be adopted by the Board. For the
duties imposed by this section, the County Commissioners shall
each receive a salary of Three Hundred Dollars ($300. 00) per year,
in addition to such salary as is now provided for them by law.
