(Senate Bill 2)
AN ACT to add new Sections 62A through 62H to the Code of
Public Local Laws of Garrett County (1957 Edition, being Article
12 of the Code of Public Local Laws of Maryland), title "Garrett
County, " to follow immediately after Section 62 thereof, and
to be under the new sub-title "County Business Manager"; and
to repeal and re-enact, with amendments, Section 68 and Section
501 of said Code and title, sub-titles, respectively, "County Com-
missioners" and "Reports"; creating the office of county business
manager for Garrett County, providing for his appointment,
compensation, tenure and removal, establishing his authority
and duties, and relating generally to matters incident thereto.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Sections 62A through 62H be and they are hereby added
to the Code of Public Local Laws of Garrett County (1957 Edition,
being Article 12 of the Code of Public Local Laws of Maryland),
title "Garrett County, " to follow immediately after Section 62
thereof, and to be under the new sub-title "County Business Man-
ager, " and all to read as follows:
County Business Manager
62A. There is hereby created the office of county business manager.
62B. The county business manager shall be appointed by the
county commissioners, and his selection shall be made solely on
the basis of his executive and administrative qualities, with special
reference to his actual experience in, and knowledge of, accepted
practice and procedure in respect to the duties of his office as set
forth in this article. At the time of his appointment, he need not
be a resident of the county, but during his tenure of office he shall
reside within the county.
62C. The compensation of the county business manager shall
be determined by the board of county commissioners in their dis-
cretion; and the county business manager shall be required to furnish
bond before the clerk of the circuit court of the county with cor-
porate surety to be approved by such clerk in the amount of twenty-
five thousand dollars. The premium for the bond shall be paid out
of county funds. The county commissioners shall levy annually
an amount sufficient for the proper administration of this article.
62D. The board of county commissioners shall appoint the county
business manager for an indefinite term and may remove him by
a majority vote of its members. At least thirty days before such
removal shall become effective, the board of county commissioners
shall by a majority vote of its members adopt a preliminary resolu-
