6A-4. The County Commissioners may determine, upon petition
of any property owner or owners in the drainage area established
by Section 6A-3 of this Chapter, or upon their own motion, that
such drainage area, in the interest of the public health, welfare
and safety, is in need of a storm water or surface water drainage
system. After having made said determination, the County Com-
missioners shall advertise in not less than two issues of at least
two newspapers published in Anne Arundel County, that the County
Commissioners have proposed to construct in such area, or in part
thereof, a storm water or surface water drainage system. Such
advertisement shall give the approximate cost of the construction
of the storm water or surface water drainage system to be built
and the general area in which such system is to be installed. Such
advertisement shall advise those persons interested that a hear-
ing will be held by the County Commissioners at a time and place
named in said advertisement at which all interested parties may
be present and will be heard. The County 'Commissioners shall
be prepared to exhibit at such hearing a plan for said drainage
area and a general plan for the storm water or surface water
drainage system to be installed therein, including technical in-
formation which may be necessary to inform generally any person
or persons of the extent and nature of the storm water or surface
water drainage system to be constructed. In addition to such
plans, the County Commissioners, at such hearing, shall provide
data stating the approximate cost of construction of the proposed
storm water or surface water drainage system and the specific
area or areas to be affected by any special assessment to be levied
for the construction of said system. Any determinations or find-
ings of fact made by the County Commissioners pursuant to this
Section 6A-4 and Section 6A-5 of this Chapter shall be final and
conclusive.

6A-5. If, after holding the hearing as more specifically pro-
vided for in Section 6A-4 of this Chapter, the County Commissioners
shall determine that the public health, welfare and safety re-
quires the construction of the storm water or surface water drain-
age system, or any modification thereof, which was the subject
of the said hearing, the County Commissioners shall thereupon
proceed with such construction. Proposals for the said construc-
tion shall first be advertised in two newspapers published in Anne
Arundel County having general circulation therein once a week
for two successive weeks, such advertisement specifying the date
by which the proposals must be submitted, which date must be
one on which the County Commissioners regularly meet. The
contract for constructing the storm, water or surface water drain-
age system shall be awarded by the County Commissioners upon
the proposals thus submitted in the manner provided by Section
9—61 of the Anne Arundel County Code, 1957.

6A-6. For the purpose of providing funds for meeting the
expenses of the County Commissioners for designing and con-
struction, purchase or acquisition of the storm water or surface
water systems provided for by this Chapter, the County Com-
missioners are hereby granted the power and authority to borrow
