MESSAGE FROM THE EXECUTIVE
EXECUTIVE DEPARTMENT
Annapolis, Md., March 9, 1962.
Mr. Speaker and Members of the House of Delegates:
I wish to express my personal appreciation to each of you for re-
maining here during this extra period to carry on the lawmaking functions
of our State Government. I regret that the need arose to keep you here
beyond the period of the regular session, but it is my Constitutional
responsibility, under extraordinary situations, to convene the General
Assembly in Special Session to meet the demands of the occasion. It
was my judgment that such condition existed.
My primary purpose in calling the special session of course was
to ask you to consider legislation to guarantee the equality of public ac-
commodations within the State. In your judgment, as the legislative
representatives of the people, you saw fit to reject this legislation.
