House Bill No. 11—By The Prince George's County Delegation:
A Bill entitled "An Act to repeal and re-enact, with amendments,
Section 108(16) (d) of Article 52 of the Annotated Code of Maryland
(1961 Supplement), title 'Justices of the Peace, ' sub-title Trial Magis-
trates System, ' relating to the service of civil process, issued by the
judges of the People's Court of Prince George's County and to the ex-
pense of serving such process. "

House Bill No. 12—By The Talbot County Delegation:
A Bill entitled "An Act to repeal and re-enact, with amendments,
Section 707A of Article 66C of the Annotated Code of Maryland (1961
Supplement), title 'Natural Resources, ' sub-title 'Oysters and Clams, ' to revise provisions for making a shellfish population survey in Talbot
County waters. "

House Bill No. 13—By The Anne Arundel County Delegation:
A Bill entitled "An Act to add a new Chapter 6A, title 'Drainage, ' to the Code of Public Local Laws of Anne Arundel County (1957 Edition),
being Article 2 of the Code of Public Local Laws of Maryland, title
'Anne Arundel County, ' such new Chapter 6-A consisting of Sections
6A-1 to 6A-16, inclusive, to follow immediately after Chapter 6, title
'Courts, ' of said Code; authorizing and empowering the County Com-
missioners of Anne Arundel County to maintain and operate a storm
water or surface water drainage system and in conjunction, therewith
to have and exercise the power of condemnation; authorizing and em-
powering said County Commissioners to prepare a general plan for the
control and disposition of surface waters in Anne Arundel County; de-
fining and creating the Patapsco Drainage Area a& and for a special
taxing district; authorizing the construction of storm water or surface
water drainage systems in the drainage area so established; authorizing
and empowering said County Commissioners to borrow money and issue
general obligation, serial maturity coupon bonds for the purpose of
providing funds for the construction of such storm water or surface
water drainage systems; empowering said County Commissioners to
fix and determine, by resolution, the form, tenor, interest rate or method
of arriving at the same, terms, including redemption and registration
provisions, conditions, maturities and all other details incident or neces-
sary to the issuance, public sale and delivery of said bonds, without
reference to any other law heretofore enacted; prescribing the method
and manner of selling said bonds at public sale; empowering said County
Commissioners, subject to certain limitations, to sell said bonds at, above
or below the par value thereof; empowering said County Commissioners
to refund any of said bonds purchased or redeemed in advance of ma-
turity; empowering and directing said County Commissioners to apply
to the payment of principal and interest of said bonds and said refunding
bonds any funds received from the State of Maryland and the United
States of America, which may be properly allocable to said purpose; au-
thorizing and empowering said County Commissioners to levy a special
assessment to be known as a drainage system assessment to be imposed
on benefited property within the Patapsco Drainage Area and to levy
a special ad valorem tax within the Patapsco Drainage Area, the pro-
