House Bill No. 3—By Mr. McGuirk:
A Bill entitled "An Act to repeal and re-enact, with amendments,
Section 37 (x) of Article 87 of the Annotated Code of Maryland (1961
Supplement), title 'Sheriffs, ' sub-title 'Compensation and Duties, ' to in-
crease the compensation of the Sheriff of Baltimore City. "
Which was read the first time and referred to the Committee on Rules.
House Bill No. 4—By The Frederick County Delegation:
A Bill entitled "An Act to add new Section 10A-1 to the Frederick
County Code, 1959, (being Article 11 of the Code of Public Local Laws
of Maryland), title 'Frederick County', to follow immediately after
Section 1. 0-1 thereof and to be under the new sub-title 'Chapter 10A.
Pensions and Retirement', to authorize the County Commissioners of
Frederick County to investigate and to establish and maintain a general
county retirement or pension system for county employees. "

House Bill No. 5—By Prince George's County Delegation:
A Bill entitled "An Act to repeal and re-enact, with amendments,
Sections 464D (1), 464D (2), 464D (3), 464D (4), 464 (5), 464D (6),
464D (7), 464 (8), 464D (9) of the Code of Public Local Laws of Prince
George's County (1953 Edition), as enacted by Chapter 735 of the Acts
of the General Assembly of Maryland 1959, being Article 17 of the
Code of Public Local Laws of Maryland, title 'Prince George's County',
sub-title 'George Washington Memorial Parkway' and to enact in place
thereof nine (9) new sections to the Code of Public Local Laws of Prince
George's County, of 1953 being Article 17 of the Code of Public Local
Laws of Maryland, title 'Prince George's County',. sub-title 'George Wash-
ington Memorial Parkway' and to be numbered Sections 464D (1) to
464D (9), inclusive, said new sections granting to the County Commis-
sioners for Prince George's County the power and authority to enter
into agreements with the United States, acting through the National
Capital Planning Commission, for financing the acquisition of lands to
be used for a portion of the George Washington Memorial Parkway in
Prince George's County, Maryland, including park areas, said agree-
ments including the power to levy ad valorem taxes to provide funds
necessary to satisfy all obligations, not in excess of One Million Dollars
($1, 000, 000. 00) in the aggregate, which may be incurred in such financing;
and the said County Commissioners for Prince George's County are au-
thorized and empowered from time to time to borrow not exceeding
One Million Dollars ($1, 000, 000. 00) for the purpose of providing funds
to satisfy obligations under the above agreements in acquiring the land
necessary for that portion of the George Washington Memorial Parkway
in Prince George's County, including park areas; to effect such borrow-
ing by the issuance and sale to the highest bidder or bidders at public
sale of its general obligation,. serial maturity coupon bonds in like par
amount; empowering the County to fix and determine, by resolution,
the form, tenor, interest rate (or method of arriving at the same),
terms, including redemption and registration of provisions, conditions,
maturities, and all other details incident or necessary to the issuance,
public sale and delivery of said bonds; prescribing the method and manner
