Senate Bill No. 278—Bonds of Real Estate Brokers

AN ACT to repeal and re-enact, with amendments, Section 217 (b) of
Article 56 of the Annotated Code of Maryland (1957 Edition),
title "Licenses", sub-title "Real Estate Brokers", to increase the
amount of bond required of real estate brokers in this State.

The President put the question, Shall the bill pass notwithstanding
the objection of the Executive?

The President announced the veto was sustained by roll call as
follows:

Dear Mr. President:

In accordance with Article II, Section 17, of the Maryland Con-
stitution, I am returning to you herewith Senate Bill No. 292 which
has been vetoed by me.

The Bill would prohibit the appointment of non-residents of the
State to fill vacancies in the State Classified Service when there is a
resident of the State with the same or better standing on the eligible
list.

While the objective of the Bill may appear to be desirable, I am
advised by the Commissioner of Personnel, the Director of Public
Health, the Director of Public Welfare and others that the Bill, if
enacted into law, would seriously jeopardize the recruiting of pro-
fessional people and specialists in the field of psychiatry, psychology,
medicine, social work, engineering and the like. As a practical matter,
the vast majority of State positions are presently filled by residents
of the State. It is the policy of the State to employ only residents of
Maryland whenever possible, and only in isolated cases are positions
filled by non-residents.

To approve a Bill which would prevent the State from utilizing the
professional or specialized talents of an individual in an area of
