COMMENT BY MR. IMBER
I have asked for the floor because it is my duty and privilege to
comment on public issues and not sit idly by and simply watch them
develop. The primary issue today is simply this—WHY ARE WE HERE?
We are here because the Governor of this State, by letter of June 2,
1961, has said to each of us that he is calling a special session of the
General Assembly in order to cope with an emergency. He defines this
as "The emergency created by the filing of petitions to place on referendum
the Municipal Court Reform Act and the Savings and Loan Regulatory
Act enacted at the 1961 regular session of the General Assembly. " The
Governor then informs us that he has issued a proclamation convening
an "extraordinary session". Article 2, Section 16, of the Constitution
