of a tax on assessable property hereby levied to the extent neces-
sary to pay the principal of and interest on said debt not paid
from the proceeds of said tax on net income of certain corpora-
tions and from said payments by the Authority into the Annuity
Bond Fund; to appeal REPEAL and re-enact with amendments
Section 28S 288 (f) of Article 81 of said Code (1957 Edition, as
amended), title "Revenue and Taxes", sub-title "Income Tax", pro-
viding that amounts received from proceeds of the tax imposed by
that Section upon the net income of certain corporations shall be
applied to payment of the principal of and interest on the State debt
authorized by this Act, subject to the prior use and application
thereof for the purpose of complying with the provisions of Sec-
tion 8 of said Article 62B, and that the balance be paid into the
Maryland Port Authority Fund.

Dear Mr. Speaker:

I have today vetoed House Bill No. 742 and in accordance with the
provisions of Article 2, Section 17 of the State Constitution, I am
returning this bill to you along with my veto message.

House Bill No. 742 was designed to create a State debt in the amount
of $8, 000, 000, the money to be used by the Maryland Port Authority
for the expansion of its facilities. This particular bill is an exact dupli-
cate of Senate Bill No. 478, which was signed by me on April 24, 1961.

Because the Senate Bill has already been signed, I deem it unneces-
sary to place my signature on House Bill No. 742.
